    To me, that would be Ema Skye, without a shadow of a doubt.

    In my opinion, during Rise from the Ashes she was just an annoying child, a pretty basic character.

    Now I'm playing Spirit of Justice, and to be honest, I've loved how she developed over the games, and now I really really love the character, which is very surprising...I would have never imagined I'd be loving Ema nowadays.

    A GAA1 culprit has almost the same circumstances as an AAI1 culprit SPOILERS

    GAA1-2 and AAI1-2.

    Both (beautiful/attractive) women, both doing something illegal, both killed in a fit of panic thinking they were about to be exposed by pushing them, both tried to frame someone else (coincidentally, both had an unconscious person being accused and handcuffed who had to defend themselves to a woman, although AAI's instance was unintended by the culprit who had intended to frame the woman), both bilingual, both worked on a passenger ship that had turbulence, both from 2nd cases. The main difference is that Nikolina Pavlova had an accomplice and her being a fugitive running away from her abusive ballerina troupe was more sympathetic while Cammy Meele had to cover things up by herself and smuggling drugs is less sympathetic. Oh yeah, and GAA2 spoilers the fact that Pavlova's victim wasn't actually killed but we don't learn that until later.

    Might be even more similarities I haven't thought of.

    (Ignoring their locations and statuses, meaning that you WOULD NOT need to go to the royal palace to hug Ga'ran, DIE to hug Dahlia, etc.)

    Points to consider:

    • How much do you like their character
    • How much do you forgive/understand them for their actions (how much they deserve a hug)
    • How much physical danger do you face
    • How they and other people will react to it (what are the implications of the hug)

    Maybe I'll make one about non-mainline villains after this?

    What about a case involving a murder in a large cargo port?

    The English mainline games are set in Los Angeles, which has a massive cargo port. It would make for a unique location because of all the ships, trains, lorries, etc. driving around. There would potentially be lots of witnesses in the form of all the workers. There would be potential for lots of new scenes to explore, including searching the ships and diving to search underwater.
